The crazy part is, Trump doesn’t need explicity funding from Congress now to start his Wall project. He already has plenty of statutory authority and surely could cobble together start-up funds within the Department of Homeland Security. Eventually he needs some Congressional approval, but not right now
Mickey Kaus is very astute but he is missing option four. Trump has obstructionists on both sides. 2018 will play out much different than other mid terms.
In the media, Trump can’t win, but outside the bubble the man can’t lose. Healthcare requires cooperation for a good bill, it is his priority even though it is not the priority of the base. He needs all his political capital to move the healthcare bill along, remind people of Ryan’s failure, and then bully pulpit the wall.
